Framework and review
The Observatory is grateful to Prof. Dr. Reinhard Stockmann, Founder and Director of the Center for Evaluation (CEval) at Saarland University, for permission to use the framework for the institutionalisation of evaluation employed in the Evaluation Globe, and for reviewing The Institutionalization of Evaluation in the Middle East and North Africa, whose country assessments and scores served for the development of the Index.
