The Evaluation Institutionalization Index in MENA project

A pioneering research initiative aimed at comprehensively measuring and analyzing evaluation practices across the Middle East and North Africa (MENA) region. Our work builds upon the theoretical framework developed by Stockmann et al. (2022), which provides a robust foundation for understanding the complex dynamics of evaluation institutionalization in various societal contexts.

At the core of our research is the development of a multidimensional index that assesses evaluation institutionalization through three critical lenses: Institutionalization Systems, Social Systems, and Profession Systems. This approach allows us to capture the nuanced ways in which evaluation practices are embedded within governmental structures, societal norms, and professional networks across different MENA countries.

To date, our team has conducted in-depth assessments in 16 MENA countries, representing a significant portion of the region. This extensive coverage enables us to provide a unique comparative analysis of evaluation adoption and integration in policy-making and governance processes. Our research not only highlights the current state of evaluation practices but also identifies trends, challenges, and opportunities specific to the MENA context.

The index we've developed serves as a valuable resource for a diverse range of stakeholders. Policymakers can utilize our findings to enhance evidence-based decision-making processes and improve governance structures. Researchers studying public administration, policy evaluation, and regional development will find our data and analysis instrumental in furthering academic discourse on evaluation in the MENA region. Additionally, international organizations involved in capacity building and governance improvement initiatives can leverage our insights to tailor their programs more effectively to regional needs.

By providing a comprehensive overview of evaluation institutionalization across MENA, our project contributes to a deeper understanding of how evaluation practices are integrated into various societal systems. This knowledge is crucial for informing policy development, institutional capacity building efforts, and the promotion of evidence-based governance in the region.
